Between 2024 and 2025, a panel of international experts supported Ukrainian authorities in reviewing and reforming the national research infrastructure (RI) system. This exercise took place under the PSF Country review, with the aim to modernise Ukrainian research and innovation system.
The panel examined key aspects of the national RI ecosystem - including governance, funding, Open science, and international cooperation - and delivered recommendations to support long-term reform and EU integration.

The expert panel strongly recommends using the EU’s Ukraine Facility (with up to EUR 50 billion available for 2024-2027) to repair RI during the ongoing war, and for creating and supporting a roadmap of prioritised infrastructure needs.
